I have the honour to report that the firm of
Cowen-Heineberg Co. 24 California Street, San
Francisco, have written to advise me that they are
informed by their shippers, The Union Trading
Company, Hong-Kong, that in order to get permission
to ship ground nuts, it is necessary that they
should make arrangements with this office.
At my suggestion, the Firm has given me the
enclosed documents: an affidavit certified by the
San Francisco Chamber of Commerce, as to their
standing and the nationality of the partners of
the firm, a letter from themselves describing their
business and giving references as regards their
credit, and a form of guarantee drawn up on the
lines as those used for tanning materials, under-
taking not to sell to the enemy or neutral coun-
tries.
The firm also undertakes to advise me of the
names of the buyers of such goods as they may
import from Hong-Kong.
